JOB SUMMARY:
This position is located in the Natural Gas Division, Office of Oil
and Gas, Energy Information Administration. EIA is seeking a
motivated and highly-qualified candidate for this exciting
position. The selectee will serve as an expert analyst and
technical authority to conceive, lead, and execute analysis and
presentation of a program of national stature in the natural gas
industry and its relationship with other energy sectors. The
employee will develop and supervise a multi-disciplinary team that
analyzes all significant aspects of the industry.
The successful candidate for this position will possess the
following KSAs/Competencies:
1. Mastery of economics or operations research, and broad knowledge
of related disciplines to function as technical authority to
originate, develop, validate and apply new analytic techniques and
methodologies in the natural gas industry.
2. Skill in leading, directing and coordinating a team of analysts
that undertakes extensive analysis projects characterized by a high
degree of innovativeness, high visibility, program criticality, and
profound impact of findings on policies and proposals of key leaders
and decision-makers of the Department of Energy, other agencies, and
the private sector.
3. Ability to establish and maintain effective relationships with
customers, information sources, project team members, and
professionals in other organizations.
4. Expert knowledge of industrial operations and practices of the
natural gas industry, and related information sources and studies so
that conclusions reflect real world evironments.
5. Skill in written and oral communication techniques to present,
articulate, and negotiate complex and sensitive natural gas issues
with middle-management and senior management officials of diverse
perspectives and with different, sometimes opposing views.
